1950年秋，淮河水灾，志愿军某部师长钟远遵照上级紧急命令，带领部队参加一场根治淮河的战斗。钟远和营长孟家山经过调查，拒绝在心怀野心的原指挥章若川同意的图纸上签字，决定在望淮口建闸。章若川与杜经理拒绝并破坏建闸，一些地主土匪武装也企图谋杀钟远。钟远忍着妻子牺牲的剧痛，继续与洪水搏斗。钟远最终带领群众和战士捉住了准备去炸合龙口轮船的土匪，搜出了敌特电台，逮捕了帝国主义特务，粉碎了敌人的阴谋破坏，取得了合龙的胜利。
